Arnold Toynbee (1889-1975)

                Historian, Arnold Toynbee, was a major interpreter of Human Civilization 
                in the 20th Century. His massive research,
                A Study Of History-in 12 volumes, was published between 
                1934 and 1961.
              During 
                Toynbee's visit to Cartagena, while standing in front of the fortifications 
                that defended this great city from attempted
                invasions by the King of England, Toynbee said: 
              "This 
                (CARTAGENA) is the reason that South America
                does not speak English"
